The ‘Creation of Job Opportunities for Emiratis’ Programme

About the Programme

Under the guidance of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, the Absher initiative was launched to promote the participation of Emiratis in the labour market and create job opportunities for them. The Deputy Prime Minister and Minister of Presidential Affairs directed that a programme be prepared, overseen by the Ministry of Presidential Affairs, and implemented in collaboration with both the public and private sectors. Its aim is to create job opportunities for Emiratis in various fields and to support their recruitment by these organizations.

The Ministry of Presidential Affairs has signed Memoranda of Understanding (MoUs) with more than 25 parties to provide over 20,000 jobs for Emiratis in the coming years. These entities are providing jobs according to interim Emiratization targets, based on supply and demand in the labour market.

Principles of the Programme

The Programme is based on a set of principles agreed between the Ministry of Presidential Affairs and the participating parties:

  • Commitment and mutual collaboration
  • Flexibility and dialogue
  • Freedom to determine vacancies
  • Freedom to determine the best candidates
  • Ensuring training and upgrading of skills

Scope of the Programme’s Implementation

A diverse range of organisations participate in this Programme, including federal and local government authorities and public institutions, as well as semi-public entities and private companies. The team is working on expanding participation in the Programme by attracting new partners to create more job opportunities for Emiratis. The opportunities being made available will benefit Emiratis who currently do not have a job or a company.
